Rebuilding a Private Property to Commercial Property

Hello,

I own a 2 Family home which I had purchased for 250K 15 years ago, I owe about 166K on the house, its small 2 family frame house in Queens New York. The property falls in a commercial area where all my neighbor are all commercial properties with store fronts.

I have considered selling it, even gotten offers up to 800K for the house, but I'm now considering to demolish and rebuild it into a commercial property, as the zoning is 3 floors.

Here's the problem; I have limited fund to invest, and I have no clue where to start, or who do I talk to? any experts can give me some guidance  on how to even get started?
