Goettl wants $933 for a duct cleaning and $1,685 for the installation of an electronic air cleaner to give our tenants the best air quality. Is that too much?

Yes, I believe that is too much for duct cleaning.  Unless, there was some sort of mold remediation that previously had to be done or something major.  I do not have experience with electronic air cleaners however.
