Is double digit cash on cash return impossible in the Vegas area?

I have been talking to a few brokers in the Vegas area and they say it is almost impossible to get double digit returns on multi family property in Vegas.  Is there any truth to this?  I am moving there in the next few months and am starting to look but it doesn't sound very promising for what I am looking for.  Will be my first big deal by the way and looking at 16 units or more.  Any insight on this? Thanks.....
