MHDC Tenants in Potential Acquisition

Hello,

I am looking at a property in KCMO area that currently has MHDC tenants in place. The rents are under market with tenants being in place for a very long time. I could not find rules upon buying a property with these tenants in place. I am planning on purchasing with normal financing in place, NOT using 3% down thru MHDC. 

My question, what are the rules in dealing with these kinds of tenants? Can I raise rents like I normally would? Or is there "rent control" on these kinds of tenants? Is their rent paid by the government? Any clarification helps.
