Converting a Duplex to Triplex

I am thinking about purchasing a duplex in Minneapolis that already has a finished third unit in the attic. The property is registered as a duplex, but the current owner has been sub-leasing that third unit in the attic under one of the other 2 units. I am wondering what the process is to make the property a legal triplex and how much this will cost?
