Property not in probate.... yet...

The owner of a property across the street from one of my properties passed away in June 2020.  The family members have turned the property over to the "state" due to the amount of money owed.  I spoke with the family members and they want nothing to do with the property.  I would like to purchase the property but I don't know where to start.  The county still has the family as the registered owners of the property.  Is there a way to search liens or a way to find out who owns the property so that I can pursue an offer?
