The answer is yes you can. We got started in the lien business buy buying from other investors. I wanted to learn how to do research and mentoring. The guy I bought liens from is local and he purchases liens in bulk.

When lien season is up he starts to unload liens at discount to free up his money to purchase new liens. I contacted him via phone and asked to meet in person.

He gave me a list of over 200 liens he had up-for sale for me to conduct research on my own prior to me buying. It was really awesome because he had already done all the research; in addition he sold me the liens at discount with 2 years worth of interest.
We both went to the county tax office and transferred the liens to my name for $2.27 per lien.

The county then sends the certificates out with your name and face value. Hope the info helped you out, I am just excited to be able to answer and help someone with my story. BTW I have already received my money with the interest.
