Alabama Tax Certificates

If the investor buys and assigned a tax certificate in Jefferson county, what happens if the investor does not pay the subsequent year taxes? Will the subsequent year taxes be sold as another tax certificate? What happens to original investor who got the first tax certificate? 

Trying to understand the first tax certificate investor will still have to be repaid and will not lose money?
