Title Search,Tax Lien, Vacant Lot, Tax Lien Foreclosure

I own a tax lien on a vacant lot. I was wondering if a title search will reveal any restrictions that the county might have against the property (in terms of buildability etc.) I'd rather spend a hundred-two before committing to foreclosure procedure to make sure i am getting good stuff. Not sure though if the title search will reveal all the major dirty secrets about the property.
