Alabama Tax Liens Info ??

Hi, can anyone help me out on how the tax sale process works in Alabama, just the basic run down would be appreciated.

I own a unit in a condominium in Baldwin Co. and noticed that one of the other condo owners hasn't been paying their property taxes. Looking on this site: http://www.ador.state.al.us/advalorem/transcript/WWW_TRANS_05.pdf STATE OF ALABAMA-DEPARTMENT OF REVENUE-PROPERTY TAX DIVISION
TRANSCRIPT OF TAX DELINQUENT LAND AVAILABLE FOR SALE

I see that the property was added to the list in 2010 and that about $350 is owed. Does this mean the property was not sold at the tax sale and was returned to the state? If so what is the process I would need to go through to pay the taxes and take ownership of the condo, or is this possible?

Any information would be appreciated.
