Judgment Against Lender

I'm looking at an O&E Report with a judgment on the lender from the city. The case number from the Certificate of Judgment doesn't exist on the county's website although 4 other judgments against the lender by the city do (2 closed and 2 open). What is the best way to find more information on this? Is there a better website or is calling the city the only option?

 It could very well be for a code enforcement lien on a property the lender owns that they took back via foreclosure in the same county.
