Tax Certificate Assignment Costs
If I purchase a Tax Lien or Certificate from another investor, are the fees and the actual cost associated with that purchase included in the principal upon which I may earn interest or am I only entitled to interest on the original Tax Lien amount with all fees added to the amount to be paid by the property owner after the fact?

You don't say which state's liens you are talking about but regardless, I can't imagine you would be entitled to recover any of the fees and costs associated with the assignment from another investor, much less collect interest on it. I buy in Kentucky and Indiana and that is certainly not allowed in either.
