DE Tax Deeds - questions

Can't find much of useful information regarding the tax deeds in Delaware.
Can someone familiar with the process give a few pointers. In particular, I am interested in the following:

- What happens with all other liens (first, second mortgages and/or other liens) after the redemption period ends and the tax deed owner proceeds with the quieting of the title - are they wiped off?

- When the highest bidder awarded the tax deed, Is the whole amount due right away? Or is it only the owed amount?
