Lack of competitive bidding in Shelby county?

I am watching the activity in the tax sale in Shelby County and aside from the general nature of the lots available I notice a definite lack of activity. Is there a reason for this having to do with recent market conditions or something unusual in the process there? The lots that are attracting bids are not as active as one would think based on other sales.

Memphis is a very tricky market. If nobody is bidding they might be in war zones.
