Tax Delinquent List Request DENIED

I called my county at the start of this week to request the Tax Delinquent Properties list. I was told to submit a public records request form, which I faxed to them. Today, I got this:

Before getting this letter, I contacted a nearby county about getting their list and they told me via email that they do not give out lists, but the information is public record if I want to drive there and go through the records myself (which I assume means going through all property tax records). 

Was there a misunderstanding or does Idaho really not provide it?

@Sydney Chamberlain That sounds very strange. If that were the case then nobody in Idaho could get lists from any company or agency here. I know many get lists of different things. I got a list of all owners of 4 plexes in my area so that I could contact them to ask if they want to sell. I got that from a Title Company in Idaho for maybe $5 i think. I would suggest taking your request for there in person. Maybe with personal contact you will be able to get the list.
