Sold to State / Redemption

Hello, 

I have paid for a tax certificate for a commercial property that appears to be abandoned 12/1/17. The property was sold to the state 5/27/16. (According to the Quote from Montgomery). 

When can I enter the property and not be forced out if the previous owner shows up.. I watched the property for 2 months and looked through the windows and see no furniture or signs of being occupied. I did close the gate, and cleaned the outside up a bit since buying.

I also need to know if the 3 years redemption starts from 2012, or 2016. 

I am not seeking to rent/sale this property. I want to keep it for my own personal-commercial use.
