liens on common areas and buffers in subdivision

Hello everyone, I stumbled upon a lien listing for a 3 acre common area in a subdivision while researching property. it used as a small walking park in a nice neighborhood. My question is if I were to buy the lien and it wasn't redeemed would I be able to use that property to build on ?
