Tax liens investing in Collier County, FL

Hello BP community. I'm trying to understand Collier County tax online site, I recently got the delinquent tax list from the tax collector and it seems to have discrepancies with the tax collector site data. If you are a local investor who understand how the online data work, please explain it.

In the image above and according to the tax collector officials any amount under Amt paid column is already paid and the owner does not owe taxes for that year. The problem is that the delinquent tax file i bought from then is full of records with similar to this one.
