CT property has tax, water, & sewer liens

Hi everyone. So I noticed a sfr down the road from me that appears to be vacant and is clearly in need of rehab. So I pulled up the field card and went to town clerks office to find out the property is mortgage free but has a number of tax, sewer, & water liens. Then I went to the tax collectors office to confirm the outstanding debt. When they looked up the property she proceeded to tell me it has been turned over to an attorney. I then asked her for the attorneys contact info in which I reached out to and left a voice message. So my question is what would be the best way to proceed to purchase this property? Should I find out the total owed and contact the owner directly? Look forward to your help. Rich in CT
