Unsolicited Checks in the Mail for Tax Certificate

I have been getting checks worth penniies from a person I do not know. The memo line reads the street name and "buy tax lien" along with his email address. I don't intend to reply to this person nor cash in the coins. Has anyone else received unsolicited checks prior to any communication, and how did you respond? This feels like some kinda trap lol.

@Alex T.  Never heard of this one. I would try to look up the guys number and call him.  The only potential harm I see in sending an email is it could wind up on a spammers list but your email already is on hundreds of spammers lists.

Personally I would respond out of curiosity. It sounds like a person that just wants a property out of their name.
