Properties with County and City taxes

I am a newbie so this question may not be correctly stated but I will through it out there anyways....

In my area (tax deed state), many properties have county taxes as well as city taxes. Do you have to pay the city taxes as well as the county taxes when paying the delinquent taxes? How do the municipalities and state laws associate county and city taxes on one property? Is the county recognized as the first lien holder and city as the second lien hold since they are both forms of taxes, just different bodies?

I live in Georgia with an "emphasis" on Cherokee County. We have tax levy sales and redemption periods of 1 year before right to foreclosure can be exercised.

http://www.tribuneledgernews.com/  is where the sales will be posted for 4 weeks when they have a sale.  You can look up the amount of the opening bid and that will tell you if the taxes are covered for both places.  You can always call the city to see if their taxes are included with the tax sale or you could call the tax commissioner at the county level and ask them also.  They will let you know which taxes are included.  I think all of them are included in the opening bid.
