newbie investor seeks advice

I am a newbie investor seeking advice on tax liens. I live in Massachusetts and can never seem to fin any info on my state. I have set up a self directed IRA for investing in tax liens. I am not a big fan of auctions especially on ebay, although I recently purchased a couple of smaller tax liens on line. I'm not sure if that was a good thing or not. Anyway what I am mostly interested in is what are called "over the counter" or "at the window" tax liens. Liens that were not purchased at auction for whatever reason. The problem is in Mass. , I can never seen to find this info. Can anyone help, please?
