Multi-unit with 4 years of back taxes

There's a multi-unit property with 4 years of back taxes totaling a current amount due of about $50,000. I was able to contact the owner to ask about purchasing the property. He told me he is definitely not interested in selling. I also found out last year he even went in and protested the value of this property. So he hasn't paid a dime in property taxes in 4 years, but he's going in and protesting values, and is definitely not interested in selling. I just don't understand why 1) he's not a motivated seller and 2) how has he not been foreclosed on by the county for taxes yet? Perhaps I'm missing something, but I know something just isn't adding up. Any experiences or further insight into this matter is greatly appreciated. Thanks BP.
