Commercial and Apartment mix property going to Sheriff Sale

Hi Everyone, 

My name is Tamia and I need help with a possible deal. 

My Brother knows an owner who has a property scheduled to go to tax auction in August. The property has an $8,200 tax bill. It's 6 bedrooms one bathroom on the top floor and commercial property on the ground floor. The owner just wants to get rid of it. I am a new investor and this would be my first property. I told my brother to see if he can get access to the property to take pics and get a video so I can have a contractor look at it and get a general idea of a rehab cost before I make any arrangements with the owner of the property to buy it. I've read and been to tons of REI meetings, this is my first time actually going for a deal and I want to make sure I'm doing everything right. I'm asking for any tips and advice to help me with this.
