How do you find out federal lien amounts ?

I want to buy a tax lien from a reseller, he buys a lot of them and resells the ones that seem to head to foreclosure. Is it a smart move in general, to be buying the lines someone else doesn't want anymore ? My only thought was that initially he bought them for himself, and he is experienced, then thy must have been good.

This lien has high interest ( Florida) and enough security in the house, but I looked up county clerk records, and there was a recent filing of federal lien. 

The property os owned by an estate.

I am afraid that foreclosure in this situation will be costly and might leave me out of pocket beyond the cost of property. quiet title about $5000 ? other fees and costs ? another small tax lien only a few hundred $. but how much is federal lien? 

I researched what i could, seems like IRS stand in line chronologically only having right of redemption. but if they don't exercise it,the lien follows the property ? 

Anyone who knows where to search for federal lien amounts online ? Online is a key word. I live in different area and can't go to courthouse.

In Florida counties sell liens online, but then information about existing tax liens on properties that are not listed, is not available online ?
