Treasurer won't auction a house that's behind over 5 years.

There is a house that I found that had not paid their property taxes for over 5 years and they auction delinquent properties at least every 3. 

I then find out that the home owner and the treasurer are good friends. Is there anything I could do to get him to auction this with the others?
