Flipping liens.....

I attended a seminar on flipping houses and flipping liens. At the end of the seminar, they asked for $2000 to $4000 just to take the class. I'm more interested in flipping liens now but I don't have $2000. Could you refer me to a web site that will show me the basics to flipping liens. How to find the records on line or locale tax collectors to find delinquent liens?
