Delinquent Forfeiture property tax

Good Evening,

I need some help answering some questions I have about forfeiture taxes. There's an empty lot next to my property I been wanting to buy. Unfortunately it's not for sale. I did my research and i found out that taxes haven't been paid for the las 10 years. I purchased the estimate, order and receipt for redemption of forfeited property. When I was ready to pay for it the Cook County Treasurer's department said I can't pay for them because I'm not a register tax buyer. I visit the Cook County Clerk office and they told me that if I register I can only buy the 2021 taxes, but they didn't answer my question. I want to know what is the process to buy previous forfeited taxes? I'm not sure if ones I register to buy taxes I can buy them or if there's no way I can buy the previous year that have been action an no one bought them. If there is someone that has the experience in this topic I'll really appreciate some guidance. Thank you
