Choosing a Market to Invest In

I’m looking to buy Tax Deeds. Out of the states that sell Tax Deeds, I’m trying to pin down a few markets to focus on. What tools and factors do you use when deciding what markets to focus on.

I’m already looking at Mecklenburg County, NC because of Charlotte.

To give some background of my initial strategy. I’m planning to buy the tax deed and immediately turn around and sell it to another investor to fix and flip it. Obviously, I’m realistic and would give a good price on a deal. I would need a market where there are already investors present.
