Tax lien and Foreclosures?

Usually when you buy a house in foreclosure or a tax lien is there a lot wrong with the property or is it just luck of the draw?

 The property can be behind in payments for many reasons but often if the property is behind in payments there could be issues of neglect. Think of it this way :if they could afford to make the payments they could afford to keep it up and if they can't afford to make the payments they might have a difficult time in keeping it up.
