Tax Liens

Hi, My Name is Jack Gebhardt. I would like to know about the notices required for tax lien investing. In the state of Il. Specifically the 4 1/2 month take notice. Do I send this out to the owner of the property? Where do I get the forms? Are there any other notices or notifications I need to comply with? Should I hire an attorney? Any help will be greatly appreciated. I am just starting out and I am going to the auction in Kendall county Il in November.

Thank You in Advance

Jack Gebhardt
