Tax Liens NJ - Help needed

Hello everyone,

New to the tax lien business, already doing real estate for 5 years.

I have a few question's about investing in tax liens looking for someone with experience to help. 

Some of the questions; 

1) If you another tax lien was sold prior to yours, who gets the house?

2) How would you know if there is no lien on the house and you will not be able to redeem the house? 

3) Tied to previous question is the deed delivered with cleared title?
