Newbie looking at a multiunit in Federal Hill/Riverside

Hi all! I am very seriously looking at a multi-unit (2 units, a 2 bedroom and a 4 bedroom) it's a few blocks away from Riverside park on Jackson st. I had a few questions that I would really really appreciate your input on! 

1) From what I can tell, the rental market overall seems strong in Baltimore, particularly in this area, is that correct? Would you expect any drastic changes to that over the coming years?
2) This seems like a good area in terms of neighborhood, demand for rent, and rental prices. Am I correct? Anything else I should be considering buying in this area?
3) The house is far from modern, but the 2 bedroom unit won't need any immediate updates. The 4 bedroom unit will need a bit of updating in terms of new floors and some new light fixtures, but I don't think it's anything I won't be able to do on my own. I'm expecting to pay between 300-350k, does that sound like it's in the ballpark?
4) How are the tenant laws in Baltimore? Are tenants adequately protected? Overprotected? Does it ever get in the way?
