Investing in Baltimore when Deed/Title Recording Takes 6+ Months

With all the back-up regarding Baltimore City property deed recording filings, out of curiosity, as a "fix-n-flipper", some properties are purchased and rehabbed faster than Baltimore City can record, so how do you sell a house that hasn't "officially" been recorded to you?
