House with a bathroom built without permit in Baltimore County

I am considering buying a house in Baltimore county that likely has a bathroom built without permit,it is advertised as 2 bath but in the county records it shows as 1 bath.Is this common in Baltimore county?Is it worth fixing it (getting a permit , inspections etc.) and if so how difficult it is to have it made legit or is it better to leave it as is?
