Anyone using RUBS in Baltimore?

Does anyone have experience in using RUBS (Ratio Utility Billing System) in Baltimore?

How is it received by tenants (not well, I assume)?  I have a property I'm under negotiations with whose rents are under market AND the tenants are not paying utilities either.  I figure that I'll bump rents one year and then introduce RUBS the next.  Everyone is also on month-to-month, so they may all leave at the same time.

I wanted to get some feedback here before I finalize the deal so I can get a better outlook on possible future returns.
