Should I buy this multi-unit?

I currently have a contract on a two unit multi-unit property. I just had a home inspection done the other day and we found the basement needs waterproofing and the windows need to be replaced. The inspector said the humidity in the basement was 71% and mold starts to grow at 57%. In addition, there is a kitchen in the basement so should I be concerned it could be covering something? 

1. How should I approach the seller once the inspection report is provided?

2. Are these red flags?

3. What questions should I be asking? 

4. What would your next move be?
