KS/MO Wholesaling Laws (Kansas City)

Hello, I'm looking to get more involved with wholesaling (particularly in KS/MO). I was doing due diligence into the legalities and found a website that said the following: 

"Making an offer on a house that is contingent upon your finding someone to buy it from you is illegal."

Apparently this applies to OH, KS and MO. That seems like the whole point of wholesaling. Am I missing something?
