Heatherton Heights reputation in Davenport, IA

Looking for some feedback on the Heatherton Heights apartments in Davenport, IA.  It looks like it has a history of crime and persistent issues, but I'm struggling to find much info from the last 3-5 years.  Does this area still have a lot of problems or have things been turning around?  I see that rents are very low compared to surrounding areas so I'm assuming this is still a problem area, but want to get some local feedback. Thanks.
