Mobile home owner financing

I'm getting conflicting information. 

In the state of Texas, is it legal to owner finance mobile homes (personal property) without and agent or some type of license? If it is where can I get a template of an Owner Finance contract?  I'm aware owner financing is only allowed 3 times per year in Texas.
