Do I have to put in bathroom fans for FHA Loan

No bath fans in Older 40's 50's house. It has 1 1/2 bath. The full bath has a window other 1/2 bath (toilet and wash basin ) very small maybe 5x3 and no window... neither bath has ever had an exhaust fan and the house IS NOT having extensive remodleing... Do I have to put an exaust fan into either bath (both very difficult and expensive to do) to get a FHA or convential loan It was noted on a initial FHA home inspection. Also will items like non working garbage disposal or a dryer not vented prevent a FHA loan from going thru?
