Grounding cold water copper pipe

I’m installing the ceiling drywall and found the cold water copper pipe line is going below the joist, but its a end cap pipe (from the bathroom cold water line) is touching the cold water grounded copper wire (waterline coming in the house). There must be a reason the end capped water is touching the grounding bounding area.

The bottom line is that I need to move the end cap copper pipe above the joist to install the drywall, but it will not be touching the grounded waterline. Moving the end cap copper pipe is not an issue. What was the reason for the builder to have the end cap touch the water pipe to the grounded bounding wire?
