Trouble in getting offers accepted

I live in metro west of Boston , I am running in a wall of making a lot of offers and no contracts.
I am using the 65% rule in most of the times my offer is $20k different from asking price.
The agents I have been in contact tell me the properties are selling for about 90 to 95% of asking price,so that been I am looking for ideas how to make different offers, to make a profit.
HELP
