REO properties in nyc

I'm considering buying an REO in nyc. This is my home, born and raised, so I know the market and neighborhoods well.

This is my first Time doing this and would appreciate any advise on books, links on how to start ..

It was recommended to me to offer cash as opposed to a mortgage?

If the place looks like a wreck yet it’s in a great area what’s a good amount to offer? Say the asking price is $400k but it’s a dump? I’m assuming this all depends on the market as well as timing ..

Do I attend auctions? Do I offer the money to the bank directly ..

no idea what I’m doing but I definitely want to learn!
