Soundproofing on a budget???

Hi there! I have a two story house recently converted into two separate dwellings. My house hack strategy is to live downstairs and rent out the top. The “air noise” like talking and TV is bearable but the “impact noise” from the floor above seems quite loud.

Does anyone have any affordable or creative ways to soundproof the ceiling of the basement? The floors upstairs are laminate which I like because of their resilience. But I think I should place carpeting wherever possible to deaden the noise. Downstairs I was going to look for some foam acoustic panels to place on the bedroom ceilings. It’s simply not it the budget to tear down 1200sf of drywall ceiling, install soundproof insulation and redo the ceiling.
