Running dishwasher cord to top of counter

I've decided to put a dishwasher in my rental (previous owner had theirs removed one and put a cabinet in). I've removed that cabinet and there is an electrical box in the wall directly behind where the dishwasher would be, however there is no cover plate and I don't know if it is set up for three prong use.

There is also a three prong outlet (with GFI) on the extreme left of the counter backsplash above the left edge of where the dishwasher would sit. Would it be considered safe/ok just to run the cord up to the counter and plug it in there rather than spending money on an electrician to fix the electrical box behind the dishwasher? thanks.

Every dishwasher I've seen is hard wired in. There is a small box under the dishwasher where the hot and neutral get hooked up. The ground should go to a green screw.

It should also be on its own circuit since it cycles. Not always the case in older homes.
