Can a 203k loan be used to convert a single family into a duplex?

I know 203k can't be used for whatever you want. Usually 203k loan is to make necessary improvements to the property. I see a deal, where it used to be an over/under duplex then it was converted to a single family house (it looks wierd with two kitchens). It started me thinking if a 203k loan can be used to convert it back to a duplex?
