Can I make structural changes to a condo
Can I convert a 3 bedroom condo into a 2 bedroom condo...its probably a silly question to ask

@German Vellon - this is too wide open a question because condos are not all alike. For example, if you have a single-family type home which is a condo, chances are no one cares what you do inside your walls. On the other hand, if your condo is unit in a building, then yes, you will most certainly have restrictions on what you can do. Assuming the latter, a general rule of thumb is that if you are load bearing walls and pillars may not be touched. Simple dry-wall can be changed. Hope that helps.
