Help! closing escrow and found the property foundation done with permit not finaled
buying a REO property, the property foundation was finished, however we checked with the city, the foundation permit was issue but have not final signed off by the city with the previous owner.
What is the risk of buying this property for flip?

Depends on your purchase contract, however, if you can, you need to hold up closing and potentially re-negotiate or at least find out what the final permit process will entail. Complete your due diligence first before you close is my point.
