Electrical work in triplex

Hello I really don't post that much but just had a question. I recently purchased a multi family property and I'm about to start my rehab numbers. Right now I'm focusing on my electrical and I need new service throughout the building. I've met with a electrician and he said I would need arc fault breakers because it was the new code. I'm just wandering is this correct because they run around $40-$50 per breaker?
Any help is appreciated
